The concept, subject to approval by The Estates board of directors, calls for linking two separate parts of Country Club Road during work on the Interstate 5 interchange.
WOODBURN — Most residents of Woodburn understand there is going to be a major impact on traffic once the Interstate 5 interchange construction work begins this summer — but homeowners of The Estates never imagined the impacts could be so overwhelming to their quiet corner of the city.
