Local representative takes a prank as an opportunity to sell position on bill that would ban plastic bags

SALEM — O Christmas tree, O Christmas tree, your leaves are so, um, plastic. Rep. Vic Gilliam’s desk on the floor of the Oregon House of Representatives was the focus of yuletide spirit last week, even though Christmas is nine months away.
