The Estates board of directors voted 9-0 to not allow the city of Woodburn to put an easement through its parking lot to help alleviate traffic congestion once construction on the Interstate 5 project begins later this year. By voting against the easement, traffic will be diverted onto Rainier Road, which is narrow and has no sidewalks.
