n a discussion led by Historic Woodburn Neighborhoods Association member Sharon Corning, businessman James Frackowiak answers questions about his plans for the old City Hall building and the former service station next to it during last week’s HWNA meeting. Frackowiak recently purchased the buildings and plans to renovate them.
