Woodburn Police Chief Scott Russell stands in the Memorial Garden planted in honor of Woodburn Police Department?Capt. Tom Tennant, who perished in the Dec. 12, 2008 bank bombing in Woodburn. The garden, in a courtyard at the WPD headquarters building, was created under the guidance of Eagle Scout Brax Youd in October 2009 as a living memorial to Tennant’s service. Russell began his law enforcement career as a reserve officer with the Portland Police Bureau in 1987. He was hired as a full-time officer in Woodburn in August 1988. In the photo at the bottom left of this page, Russell is shown soon after he joined the WPD as a patrol officer.
