Steve Wilson, president of the Jaycees, speaks at a recent St. Paul City Council meeting. The Jaycees run the profitable Bull Pen each year at the St. Paul Rodeo. The Rodeo Association is offering to purchase the land the rodeo grounds sit on from the city for $300,000.
