ATF explosives enforcement officer Phil Whitley explains to the jury how the bomb was situated before exploding, killing Oregon State Sr. Trooper William Hakim and Woodburn Police Capt. Tom Tennant. He said Hakim's actions did not cause the bomb to explode.
