Marion County Commissioners (l-r) Janet Carlson, Sam Brentano and Patti Milne display a map of the proposed five districts while discussing why they think it is flawed. One of the main reasons they oppose the proposed Home Rule Charter, they said at the monthly chamber forum lunch, is that many of the five districts come from the Salem-Keizer area.
