Woodburn Mayor Kathy Figley placed three wreaths on the memorial constructed outside West Coast Bank, honoring the deaths of Woodburn Police Capt. Tom Tennant and Oregon State Senior Trooper William Hakim and one for Police Chief Scott Russell, who was critically wounded in the Dec. 12, 2008 bomb blast.
